NIH panel urges overhaul of the rating system for grants

Article Abstract:

The Committee on Improving Peer Review released a 32-page report recommending substantial changes to the peer-review process, which determines which research proposals receive federal grants. The report was distributed via the Internet to invite comment and debate before any final decisions are made.

NSF offers carrot to 'needy' states

Article Abstract:

NSF is changing its Experimental Program to Stimulate Competitive Research to provide incentives for researchers in states lacking a strong research base to enter national competition for funding. Researchers below the first cut in nationwide competition will be eligible for protected funds.
