On-road evaluation of inspection/maintenance effectiveness

Article Abstract:

Previous inspection and maintenance (I/M) programs at a number of monitored sites have fallen short of the EPA's expectations in terms of their effect on motor vehicle carbon monoxide and hydrocarbon exhaust emissions measured on-road using remote sensing. No significant difference was observed in emissions from I/M and non-I/M vehicles in Tucson, AZ, and in rural Colorado, while an I/M effect in El Paso, TX, fell short of projections. CO emissions by vehicle age at the same locations in Chicago, IL, and Denver, CO, show no difference.

On-road evaluation of an automobile emission test program

Article Abstract:

Colorado's IM240 automobile emission test program exhibits a statistically significant 4% to 7% benefit for CO and undetectable benefits for HC and NO, using even model years as a control. On-road remote sensing exhaust measurements were conducted over five days in winter 1995-1996 to assess the marginal benefit of the inspection and maintenance program. Odd model year cars outside the program showed higher average CO emissions than their even model counterparts.

On-road vehicle emissions: regulations, costs, and benefits

Article Abstract:

EPA vehicle-emission policy based on a model that correlates emission toxicity directly with the age of a car is counterproductive. An emissions sampling in Los Angeles indicated that policies targeted toward poorly maintained and illegally altered vehicles would be more cost-effective.
