Petroleum development moratoria on Georges Bank: environmental decision making where values predominate

Article Abstract:

Both the U.S. and Canada have extended moratoria on petroleum development on Georges Bank, a region between Cape Cod and Nova Scotia. In Canada, a Georges Bank Review Panel was set up to conduct a public review of environmental and socio-economic impacts petroleum exploration would have in that area, while in the U.S. no formal process was held. This article argues: that Canada handled the decision-making process better; that, in Canada, the socio-economic values were very important; that more exploration of technical issues was held to a minimum; and that both the U.S. and Canada failed to set the question of moratorium in the broader context of optimum environmental management.

What future for carbon capture and sequestration?

Article Abstract:

Fossil energy use could continue until alternative energy sources were found if carbon dioxide emissions were reduced. New technologies, such as carbon capture and sequestration, could help with the problem. Storage options, commercial successes, costs, and the technologies are discussed.
