NASA, which previously renegotiated deals with Canada and Europe, will be strained to stay within its $2.1-billion budget.

Congress could deny funding for the international space station if Russia does not provide its space agency with funds it had promised to build crucial parts of the station. Vice Pres Gore did evoke a promise of the funding from Russian Prime Minister Viktor Chernomyrdin, but fulfillment is uncertain.
