Russian scientists will benefit from the Doctrine for the Development of Russian Science and from a law passed by parliament in Jul 1996. The law allows scientists to obtain unclassified information and publish and apply for grants without getting supervisory permission.

Who owns results of Russian science?

The Russian Academy of Sciences and the Russian Foundation for Basic Research criticized the government's proposal to establish a nonprofit State Contract Agency for R&D, which would own the intellectual property rights to state-funded research results.

Tampering allegations stall science law

Russian authorities are investigating allegations that the text of a new law on science and technology policy was altered after it was passed by the Duma. If the charges are sustained, Pres. Boris Yeltsin could veto the law.
