Tax law casts pall over research aid

Article Abstract:

The upper house of Russia's Parliament has overturned tax exemptions given foreign aid foundations such as the International Science Foundation. Since such foundations have played a central role in helping science to continue in Russia since the collapse of the Soviet Union, the decision could devastate Russian science.

Communists dominate science panels: Russian parliament

Article Abstract:

The Committee on Science and Education in the Russian Duma urged a revival of science programs and initiated emergency funding of the debt-ridden Russian Academy of Sciences. The proliferation of committees and the large number of communists named to key positions have caused reformers some concern.

New tax code threatens science funds: Russia

Article Abstract:

Reforms aimed at simplifying the Russian tax code and making taxes collectible could seriously hurt research by eliminating many exemptions. A Business investment in R&D would lose its exemption, as would state-funded institutions that are too successful in winning grants.
