A review of the development of technology assessment

Article Abstract:

The practice of technology assessment (TA) began in the 1970s when the US and the EC instituted formal mechanisms to carry out TA. The US passed HR 10243 on Feb. 8, 1972 to establish the Office of Technology Assessment. The EC created the Forecasting and Assessment in Science and Technology program in 1978. Prior to this, in Mar. 1972, the International Society for TA was born. It conducted four international conferences in 1973, 1976, 1982 and 1987 to advance the cause of TA.

Parliamentary technology assessment in the UK

Article Abstract:

The UK Parliament approved public funding of the Parliamentary Office of Science and Technology (POST) on Apr. 1, 1993. Prior to its official recognition, however, the POST existed as a privately-financed initiative of the Parliamentary and Scientific Committee, technology-based companies and members of both Houses of Parliament. Patterned after the US Congress' OTA, its primary task was to conduct technology assessments to support legislators formulating technology policies.
