The Clinton plan

Article Abstract:

Pres Bill Clinton's four-year economic program aimed to reduce the US budget deficit and generate employment. It includes a $30 billion stimulus plan which would increase federal spending in civil-engineering related projects. The American Society of Civil Engineers supports the government's gas tax proposals and the deferment of the deduction of employer-sponsored employee education. However, the society rejects the planto use motor-fuel taxes for non-transportation projects. Legislators have airedsome reservations about the Clinton plan, resulting in a restudy of the FY 1994budget.

Clinton budget for FY 1994

Article Abstract:

Budget allocations for transportation infrastructure, environment, research and technology for FY 1994 are given. The transportation sector has been given a budget of $40.6 billion for 1994. Highway construction projects worth $20.5 billion account forhalf of the budget. Environmental clean-up works for the Dept of Defense and the Dept of Energy have been given a total budget of $2.3 billion and $6.5 billion, respectively. The National Science Foundation would have a budget of $3 billion and NASA has been allocated $15.3 billion for 1994.

Clinton takes the reins

Article Abstract:

President Bill Clinton's Rebuild America Plan reflects his thrust to improve the ailing economy. His program emphasizes the need to add investments in the public works infrastructure to generate additional jobs for Americans. The Rebuild America Coalition has submitted a paper which underscored this need and forwarded some proposals on how to improve infrastructure investments. Meanwhile, the Assn of Civil Engineers has activelystressed the capability of civil engineers in handling top government science and engineering positions.
