Italy's research and universities minister, Giorgio Salvini, is under attack for initiating another round of concorsi, national competitions used to fill university chairs. The concorsi system is widely viewed as corrupt, but reforms are stalled in Parliament and more than 2000 posts are vacant.

A report commissioned by retiring University of Tokyo Pres Akito Arima was critical of the university's facilities and the physics department's structure and teaching style. Arima commissioned the study to pressure the Ministry of Education to improve the university system.
