Federal R&D in the 105th Congress

Article Abstract:

The scientific and engineering community are appreciative of the efforts of Sens Phil Gramm and Joseph Lieberman who sponsored the National Research Investment Act of 1998 in late 1997. Although it is likely that the measure will fail in the 105th Congress, their effort signals future funding increases for industrial research. The legislation aims for science and technology to become a high priority in the federal budget.
