White House proposes design-build regulation

Article Abstract:

The proposed design-build regulation by the Clinton government authorizes every project-building agency to use a variety of design-build methods, and bypasses the two policies adopted by the ASCE Board of Direction. ASCE Policy Statement 400 supports the use of the two-phase design build process suggested by the Federal Acquisition Reform Act of 1996 (FARA). FARA requires that agencies that build projects under the single-contract method follow a two-phase, competitive source-selection process.

Congress approves new design-build law

Article Abstract:

Congress has approved a bill allowing federal agencies to use a limited form of design-build construction contracts. The design-build bill requires the use of a two-phase process in selecting design-build contractors. The contract is awarded to the bidder based on sealed-bid specifications of the Federal Property and Administrative Services Act or the Armed Services Procurement Code. Amendments will be made on the Federal Acquisition Regulation on how to implement the new selection system.

Political wind threatens housing standard

Article Abstract:

Widspread damage can be avoided in regions prone to hurricanes in the US by the usage of the wind load provisions of ASCE Standard 7-88, 'Minimum Design Loads for Buildings and Other Structures' by the Department of Housing and Urban Development (HUD). Edward O. Pfrang, ASCE Executive Director, has appealed to the members of the Congress to adopt Standard 7-88 for wind loading on mobile homes or manufactured housing as it would make houses wind-resistant.
