Don't count on World Bank initiatives

Article Abstract:

A Chilean scientist, collaborating with scientists in Third World countries believes that publicly funded policies developing science and technology in the Third World, should be the same as successful ones in industrialized countries, and should not depend on initiatives by the World Bank to create elite Millennium Institutes. Third World countries have to narrow their knowledge gap but this is unlikely to happen with the creation of such institutes in each country. It needs dramatic changes to current economic policies, and the consensus for such changes will need the participation of scientists and politicians.

Article Abstract:

Environmental trends are changing in recent years. Although damage to the environment rose to alarming heights, events are turning around in favor of ecology. The minimal use of chlorofluorocarbons, nuclear arms diarmament, and increase in manufacture of bicyles are indeed hopeful signs.
