The shame of America's board-and-care homes

Article Abstract:

Statistics reveal that around one million elderly American citizens are living in board-and-care homes, most of which are unlicensed and suffer from poor construction standards. The problem of inadequate housing is exacerbated further by the absence of a national group that can monitor the safety conditions of such board-and-care homes.

Women aged 50 and above are increasingly being targeted by rapists and sexual offenders, but such despicable crimes are rarely exposed to the public. Older women are being victimized not only because of their vulnerability, but also because offenders see them as authority figures whom they can control.
