An economic theory of urban growth control

Article Abstract:

Engle, Navarro and Carson developed a theory of urban growth control based on exogenous residents' utility, which forced them to use a criterion of efficiency that is not ideal. The theory of urban growth control was expanded in the direction of endogenous residents' utility in a closed two-city economy. The results show that growth control policy is warranted only if there are size-related externalities in the urban growth process. If an urban growth policy model is necessary anyway, there should be an intervening policy on population allocation even before population growth happens.

Household mobility and the moderate leviathan efficiency and decentralization

Article Abstract:

Policymakers will seek internal and external market efficiency regardless of the number of regions under conditions of perfect household mobility. The inefficient use of resources by regional officials is traced to government failure in recognizing the positive contribution of increasing customer utility. Such examples indicate the negative impact of fiscal externalities in regional allocation settings.

Why oppose TDRs?: Transferable development rights can increase overall development

Article Abstract:

A partial equilibrium model shows that substituting a standard height zoning rule with transferable development rights (TDRs) can result in higher overall development. Challengers of marketable permit plans oftentimes fail to cite the possibility of greater harmful activity as the ethics of granting the property rights to polluters or developers is often the issue.
