Article Abstract:

Lack of central organizing principle covering economy and society has undermined the development of small countries, particularly Madagascar, Netherlands and Norway. Despite the naturally-endowed richness of these countries, concern over substantial risks remain relatively low, rendering their nations vulnerable to economic, natural and financial setbacks. Lack of ability to forecast events has also jeopardized these countries' international competence.

Getting at assumptions is troublesome

Article Abstract:

Assumptions provide a problem not only for forecasters but to a number of other analysts as well. Some of the reasons being that most people are not even aware of their inherent biases, that the most deeply imbedded assumptions are those that are never brought out, analyzed and discussed and most are readily seen as antisocial and are either ignored, denied or suppressed. Another reason is the fact that many assumptions are merely ephemeral opinions.
