By George, it is Washington's birthday!

Article Abstract:

The Ninetieth Congress in 1968 was determined to create a uniform system of federal Monday holidays and hence Washington's February 22 birthday was placed on the third Monday in February but the fact that this date would never fall on the third Monday was considered of minimum importance. This is because Washington's name was associated with virtue, honesty, strength, courage, and patriarchal leadership and had the honor of schools and bridges being named after him.
