Catching up or standing still? National innovative productivity among 'follower' countries, 1978-1999

Article Abstract:

The last two decades have witnessed extraordinary growth of formerly industrializing economies and historical imitator countries that have achieved levels of maturity that is greater than those economies that were historically more innovative. This growth is investigated specially against historically more productive countries that are facing relative declines in innovative productivity. Development of innovation-enhancing policies and infrastructures are essential for achieving innovative leadership, but that these are insufficient unless coupled with ever increasing financial and human capital investments in innovation.
