Developing microbusinesses in public housing: notes from the field

Article Abstract:

Entrepreneurial development of microbusinesses should be encouraged in public housing areas, since these businesses reward the enterprise of residents and allow income to be retained within the community. These efforts rely heavily on community participation, as well as residents' skills and spirit, resources often overlooked by federal aid programs. The Knoxville Montgomery Village project is an example of this type of business development. Bureaucratic blocks to development, including the Knoxville Community Development Corporation's lease and HUD regulations, are also discussed.

The Fourth Amendment's forcing of flawed choices: giving content to freedom for residents of public housing

Article Abstract:

The classic liberal interpretation of Fourth Amendment rights may be doing more harm than good by denying some groups, usually poor minorities, their liberty and freedom. The litigation between the ACLU and the Chicago Housing Authority shows how such a liberal interpretation of rights often undermines attempts at protecting citizens, eventually denying them their role in the democratic process.
