Housing development: state initiatives

Article Abstract:

Low-income housing state-level initiatives are being developed in the wake of vanishing federal dollars, and changes are occurring that present both benefits and problems for state housing agencies. While federal production subsidy programs are almost gone, stable interest and construction rates make state long-term project feasibility planning easier. The new tax reform bill has created disincentives to build rental housing. Developers cannot raise equity, and tax-exempt bonds now have questionable usefulness. Techniques are described to allow affordable housing production, including becoming designated as a mortgage-backed security issuer and establishing bond insurance. The Michigan State Housing Development Authority exemplifies the needed search for new solutions with its innovative activities to provide affordable housing, including the writing of ten-year loans at 8 percent interest.
