Solving neighborhood problems with unique solutions

Article Abstract:

The Belmont Initiative represents a cooperative effort between police and community to rid a Chicago area of excessive panhandling and loitering. It was started in Mar 1997 and grew out of the city's three-year-old Chicago Alternative Policing Strategy, or CAPS program, allowing residents and police to work together directly in finding unique solutions to neighborhood problems. Police note a 95% improvement in panhandling.

The new slavery; immigrants hoping to forge a better life are at the mercy of greedy smugglers

Article Abstract:

Stories in the media in 1997 highlighted the alien labor smuggling problem. After being smuggled into this country, the workers were held in conditions of virtual slavery and made to work inhumanly long hours for very low wages. Some of the crew leaders arrested pleaded guilty to charged including involuntary servitude and harboring illegal aliens.
