The way in which Lyndon B. Johnson set the stage for the legislation years before and how the choreographed passage of the historic measure in 1964 is discussed. This was a year when the civil rights movement was rapidly gaining strength and when racial unrest was playing a role in the presidential campaign.

A brief description of how the cabinet member Robert C. Weaver helped to shape US government policies towards African Americans during World War II is presented. He and John P.
