Linking jobs and housing rehabilitation

Article Abstract:

A federally funded government program to refurbish vacant public housing units could decrease the incidence of homelessness, creating affordable housing for the working poor, lessen the shortage of skilled workers in the construction industry, and lower the number of unemployed. The construction industry is experiencing a serious manpower shortage that is expected to increase in severity through the 1990s. Using the rebuilding of vacant public housing to train homeless and unemployed people in the building trades could provide job skills to those who need them, while increasing the amount of construction workers and affordable housing. The program could be implemented with the support of the tool and material manufacturing industry, building contractors, private donors, as well as government agencies.

Public housing architecture: concept, compromise, & challenge

Article Abstract:

Private real estate interests and politicians have had a profound effect on public housing architecture, resulting in public housing officials approving only the most spare designs, reducing space, and minimizing community facilities. Public housing funds have been cut sharply in recent decades, including modernization and rehabilitation monies. Public housing is nonetheless a $75 billion investment whose neglect affects some four million people. It is suggested that only a return to the type of militant reformism which was seen in the early 1930s will bring public housing that is as attractive, dynamic, and original as possible.
