Measuring the unmeasurable: a country's non-R&D expenditure on product service innovation

Article Abstract:

The measure of non-R&D activities such as patent and license acquisition, trial production, tooling-up, personnel training, design, market research, and investment in new production capacity has been unsuccessfully undertaken in a survey conducted by the European Commission and Eurostat. Using an alternative method, an estimate for the 1992 innovation expenditure for manufacturing and service industries in the Netherlands is made. Results show product-related R&D accounts for the biggest share of product and service innovation expenditures.
