New opportunities for technology assessment in the post-OTA world

Article Abstract:

The US must develop a new process for assessing the potential impacts of new technologies as a result of Congress's 1995 decision to eliminate the Office of Technology Assessment (OTA). Techniques such as consensus conferences and expert-oriented assessments, which are used in Europe, may provide a basis for the future US model. The congressional politics that led to the OTA's demise may make it difficult to centralize technological analysis in the future.

The past and future of constructive technology assessment

Article Abstract:

Constructive technology assessment (CTA) differs from other technology assessment methods by emphasizing implementation and development of new technologies over a simple assessment of those technologies' potential impact. CTA, which was developed in Denmark and the Netherlands, seeks to moderate the impact of potentially damaging technologies while taking full advantage of beneficial technologies.
