The emerging role of telecommunication: extrapolation of novel applications around the world: introduction to the special issue and summary of content

Article Abstract:

Telecommunications and related technologies continue to advance on all fronts fueled by mergers among international firms having different but related technological competencies such as cable-TV, computers and telecoms. However, it is still uncertain which technologies will remain in the coming millenium since there are more emerging trends. Trends to watch out for include possible changes in the social fabric, general patterns of diffusion, use, social changes and organizational evolution.

Avoiding technological risks: the dilemma of complexity

Article Abstract:

Accidents and other undesired outcomes can be traced to complex technological systems. Although risk analysis of complex technologies has been developed, this is not very effective when it comes to low-probability and high-consequence events. Multiple perspectives and varied views within these perspectives can help offset technological complexity. It is also suggested that a combination of feedforward and feedback control can ensure the safety of technological breakthroughs.

A categorization of various approaches and methods in traditional and modern technology assessment is undertaken to provide systematization of methodology for technology assessment. The categorization process entails the identification of specific situations where the approach or method is applicable, and the evaluation parameters which would qualify the assessment as a success.
