Why Congress should be protecting health records

Article Abstract:

Federal medical records privacy legislation is needed to respond to increasing technology, inconsistent state laws, and more active involvement by employers in monitoring health care provision. Technology allows many more people access to personally identifiable health records. Breaches of confidentiality can subject patients to discrimination based on health conditions. The law needs to protect these records, limit unauthorized disclosure and provide effective remedies to those whose rights have been violated.
