Yes, in your back yard! Occupancy restrictions, use controls, and the Fair Housing Amendments Act

Article Abstract:

People wishing to start group homes for the elderly, drug addicts and people with AIDS are meeting with resistance from local communities, despite the reasonable accommodation provision of the Fair Housing Amendments Act (FHHA). Local laws prohibiting the number of non-family members living together are the most-often used tool against group homes. The Supreme Court will decide in City of Edmonds whether or not the FHHA preempts such ordinances.
