Assuring dignity in means-tested entitlements programs: an elusive goal?

Article Abstract:

Affluence testing is used in Social Security to screen benefit applicants by establishing personal cost-sharing ability through assessment of individual wealth thereby enhancing applicants' feeling of self-worth. On the other hand, aged persons, who are entitled to full means-tested benefits, refuse the process due to its demoralizing methods as well as the public attitudes toward government dependents of income and health services. However, affluence-testing may reduce the enrolment of wealthy individuals due to increased pay for limited Medicare services.
