"Cabins on the lake": a case against second home mortgage deductions

Article Abstract:

The author examines the tax deductions used to finance second homes unfairly affects federal revenues that could be directed toward affordable housing development and programs for lower-income citizens. He argues that these tax deductions should be limited to the purchasing of primary residences to reduce the negative impact on public programs.

CDBG: a 25-year history

Article Abstract:

The Community Development Block Grants program was established in 1974 by the Housing and Community Development Act. Community Development Block Grants allowed local community development officials to use the funds at their discretion, rather than having to get federal approval for each project.

A home with HOME: how innovative cities use HOME funds

Article Abstract:

Several communities have found innovative ways to use federal assistance for low income housing. The federal HOME program, started in 1991, offers funds to expand the availability of housing to low and middle income families.
