Decision on questions concerning the issuing of birth "permits" (Tibet birth-planning document No. 1/1985)

Article Abstract:

Birth permits may be distributed to Tibetan married couples after age 24. Permits for a second child may be granted after several conditions are fulfilled, and third and fourth children may be permitted under special situations.
