"Electronic Government" and society: World realities and Russia (A comparative analysis)

Article Abstract:

An assessment of the degree to which different countries are prepared for the information society shows that United States tops the ranking, and Russia ranks sixty-first place out of seventy-five countries examined. In Russia, since 1991 the country's urban areas are covered by information technology and the idea of an electronic government. Its implementation is beginning to occupy a definite place in the national process of administration.

This article explores the power of the regional business and economic leaders of Russia. The authors discuss the ties between the power elite and the economic elite, the relationships between business leaders and organized crime, and the political influence the economic and business leaders have, all of which vary depending on the dynamics of the region.

The new nomenklatura clans: realities of provincial politics

Article Abstract:

Many Russian regional elite positions depend on controlling agriculture and food supply, rendering most regional economies relatively closed. Protectionist policies that safeguard local interests need to change in favor of interregional solidarity and increased ties to federal authorities.
