What rural restructuring?

Article Abstract:

A critique of the term 'rural restructuring' is presented, along with an argument that the level of transformation implied by the term is not occurring at the rate presumed by popular opinion. Data from rural areas of England are used to support this contention.

The restructuring of rural Spain?
