Housing directors as change agents?

Article Abstract:

The housing world of 1937 was one where the survival depends on public housing administrator's ability to reengineer his or her operation, to make the most with less, to look for new ventures, to take risks and to become a change agent. Change agents have the abilities to identify obstacles to organizational goals and find solutions to overcoming these obstacles and since experimenting with new ventures allows individuals to be creative, public housing directors have become change agents.
