"If energy performance contracting is so good, why aren't more agencies using it?"

Article Abstract:

Energy performance contracting (EPC) is touted as a solution for housing authorities to use energy savings to generate additional HUD subsidy, thus freeing up their capital fund allocation for other needed agency improvements. Though the savings can be significant, many groups are still not adopting it, because of the low profile of EPC, and HUD has not vigorously promoted EPC and there has been no training on EPC for LHA or field office staff as LHA's believe that EPC process is too difficult for staff.

Pioneers light the way

Article Abstract:

The home-voucher home ownership program has been successfully helping families to purchase homes in better neighbors than those in which they were living. However, the true measure of the program's success can be gauged only when the participants are able to make mortgage payments and get self-sufficient over a period of time.
