Improving public financing for long-term care: the political challenge

Article Abstract:

Protection for the elderly through social insurance programs must include more than the Social Security and the Medicare. Although such developments as the increasing number of the elderly have made it necessary to implement a social insurance protection for long-term care, many governments have displayed political skepticism by refusing to provide this type of protection since it lacks the status of medical care, and is inappropriate and likely to promote 'bequest preservation.' It may also allow unlimited use of services and needlessly crowd out private resources. Spreading risk through social insurance will protect families from health care burdens.

Financing reform for long-term care: strategies for public and private long-term care insurance

Article Abstract:

Financial reform options for long-term care, such as public and private long-term care insurance, and Medicaid liberalization are evaluated using the Booking-ICF Long-Term Care Financing model. Findings reveal the inability of private insurance to finance long-term care due to limited market access. Although Medicaid liberalization offers affordable costs, its effectiveness is offset by public opposition to means-tested programs. Social insurance assures universal coverage and reduces catastrophic costs. However, it is an expensive program and embroiled in controversy.

Racial differences in retirement income: the roles of public and private income sources

Article Abstract:

Racial differences in the retirement income of persons aged 65 and over are studied. Results show that the retirement incomes of whites and minorities rose from 1970 to 1990 although minorities experienced smaller increases. The incomes of over 50% of Hispanic and black elderly singles fell below the poverty line in 1990 with single minority elderly women having the lowest income of all. Social Security and Supplementary Security Income were also the most essential sources of income.
