Houser: the legacy of Catherine Bauer

Article Abstract:

Issues related to the life and work of pioneering public housing and community development worker Catherine Bauer are examined. Topics include her upbringing in New Jersey; education at Vassar; life in Paris during the late 1920s; influence on her by urban critic Lewis Mumford; her hand in creating the first public housing act in 1937; and her four-decade career.

CDBG: a practitioner looks back

Article Abstract:

A community development official who began working in the field in 1963 describes how he and other urban renewal planners feared the Community Block Grant Program when it was instated in 1974. He and other officials soon learned to appreciate the program for its ease and flexibility.

Article Abstract:

Cardell Cooper explains how the Community Development Block Grant reshaped urban renewal programs. Before the program, the idea of urban development was to tear down buildings and build new commercial or housing developments. The block grant program turned the emphasis to building communities.
