President signs into law legislation to fund INS and bill to protect Chinese students

Article Abstract:

Pres George Bush approved the Appropriations Act of 1993 on Oct 6, 1992. Some of the provisions in the Act pertain to immigration issues. Under the newly-signed legislation, the Secretary of State and the Attorney General will issue 300 visas annually for five years, starting in 1993, to foreign investors. Moreover, the Immigration and Naturalization Service can conduct interviews and administer the oaths of Filipino war veterans in the Philippines. In addition to the Appropriations Act, Pres Bush also signed into law the Chinese Student Protection Act of 1992.

The High-Cost Fund: A Universal Dis-Service

Article Abstract:

The High-Cost Loop Fund of the telephone industry's federal Universal Service Fund forces people to subsidize the cost of telephone service to customers living in high cost areas. The subsidy, also referred to as tax dollars, allow some telephone companies to receive between 40-60% return on their equity. In 1998 the High-Cost Loop Fund exceeded $825 million and increased approximately 4.8% in one year. The end-user's ability to pay should be considered when living in high-cost areas.

Chinese but not Chinese, and revealing the difference

Article Abstract:

Canadian writer and director Mina Shum's first feature film 'Double Happiness' was one the most popular Canadian film at the 1995 Toronto Film Festival. The autobiographical film centers on the family conflicts experienced by Jade Li, who lives in the Chinese enclave of Vancouver with her younger sister and desperately wants to become an actress. Mina came to Canada as a baby. Her parents met in Hong Kong where they fled just before the Cultural Revolution.
