Publicizing public procurements

Article Abstract:

Strategies are presented for meeting the Dept of Housing and Urban Development announcement requirements for public procurement purchases by a housing authority above specified limits. The announcements, which are aimed at keeping contract bidding competitive, can be made via landlord association newsletters, industry journals, multi-lingual publications, and conspicuous postings in public places.

Is privatization the answer?

Article Abstract:

Privatization of public housing management often fails because the local housing authorities did not plan the needs and costs carefully. Before contracting with a private company, local housing officials should carefully plan what services are needed, carefully select the private contractor, establish a performance evaluation system and lock in costs.

Private management in public housing

Article Abstract:

It is still uncertain whether privatization of public housing results in cost savings and better operated housing. The four large agencies that have tried privatization have seen a good deal of improvement, but the agencies had been poorly run before privatization. Local housing authorities should evaluate if privatization meets their needs.
