Section 8 utilization: a policy perspective

Article Abstract:

The National Assn of Housing and Redevelopment Officials presents an analysis of the 93% utilization rate of Section 8, a housing program offered by the Dept of Housing and Urban Development. NAHRO believes the utilization figure may be understated due to several possible reasons, including uncounted certificates for new construction or rehabilitation, and/or lack of awareness of the program by landlords.

Housing policy and organizational learning

Article Abstract:

The author addresses housing policy management and procedure problems that would be corrected through an organizational learning structure. Organizational learning involves examining processes for interrelated rather than linear cause-and-effect relationships, and accounting for the influence of variables in more than one direction.
