Syrian foreign policy and state/resistance dynamics in Lebanon

Article Abstract:

Military action by Israel in Lebanon adheres closely to unwritten rules, and is therefore never likely to be successful. Israel is looking at a number of options for the future of relations with Lebanon, but the situation is unlikely to be resolved unless the US intervenes to restart negotiations. Syria has been able to benefit from a number of factors to place its own interests ahead of those of Israel. It has been able to exploit Israel's weaknesses, but it remains uncertain whether it will be able to continue to do so in the future.

The Turkish-Syrian war of attrition: the water dispute

Article Abstract:

Turkey and Syria are the upstream and the midstream riparians, respectively, in the Euphrates River basin. The issues of water and terrorism are often linked to each other in negotiations between Turkey and Syria. These issues and a deep-rooted territorial conflict mark these countries' bilateral relations. Although Turkey has a more powerful position, it does not preclude the possibility of Syrian superiority over Turkey, or an equality between the two riparians to resist in conceding unilaterally.

Assassination and the law: a policy memorandum

Article Abstract:

International law treats assassination as a war crime. However, there are extraordinary cases where assassination is allowed. Certain criteria need to be met for assassination to be legal. The assassination should be limited to the authoritative persons in the offending state. Assassination must conform to all the rules of warfare. Assassinations should be a final recourse where human rights violations are proven thorough intelligence assessments.
