The power system of township governments

Article Abstract:

Township governments are not all-powerful dictatorships as is believed because in the present township government system, the degree of centralized individual power is extremely high, though very few power resources are available to it. They also bear a very heavy responsibility with a lack of balance between their powers and their mission, which leads to an unsatisfactory governance of rural society.

The accountability system of township governments

Article Abstract:

The accountability systems of township governments convert all items of work into points and every aspect of township work is quantitatively evaluated with rewards and punishments directly related to these numeric evaluations. This accountability lacks social participation and the townships work only for the sake of audits and the governments' work bears no relation to rural development.

Obligatory interactions in the affairs of township governments

Article Abstract:

Obligatory interactions consisting of an endless flow of meetings, documents, briefings, receptions and inspections form a significant part of township government life. The over-imposition of such interactions has led the central authorities to prescribe prohibitions to deter the extravagant and wasteful practices brought on by obligatory interaction.
