Waves of refugees

Article Abstract:

The US has been highly criticized for repatriating many Haitian refugees while accepting most Cubans as permanent citizens. However, the US maintains that the Cubans are given preference over the Haitians because they are escaping from a communist country while the other group seek asylum for economic reasons. The refugees reach the US by relying on the Gulf Stream that forms in the Western Carribean and flows around both coasts of Florida.
