Water pressure: irrigation, governance and land use intensification in Maungatapere, New Zealand

Article Abstract:

The shift of a government irrigation scheme to a private water-purchasing enterprise in New Zealand is examined. The scheme, launched in the rural region of Maungatapere, is demonstrated to be successful not as an assisted agricultural plan but only as a pay-for-use plan, reflecting the government's original intent to shift policies toward market-oriented practices.
