Future of partnerships

Article Abstract:

Public and private partnerships formed to create community based leisure facilities, in the UK, are likely to increase even though the available funding remains low. The Lottery provided 775 million pounds sterling, up to May 1998, for the construction of facilities in the community. The Labour government plans to revoke the need for local councils to retain 50% of the money made from capital receipts. Many authorities were loathe to sell sites for leisure under these conditions. Labour's proposals will abolish part of the 1989 Local and Government Housing Act.

Article Abstract:

Issues concerning the imposition of business rates in the United Kingdom starting from Autumn 2001 are discussed. Particular attention is given to the Green Paper on business rates and to the proposal by the Central Council for Physical Education to introduce a rate relief system.

The United Kingdom's Department of the Environment, Transport and the Regions is reviewing the 1998 land use classes for planning. Leisure falls into a number of use classes, bit care must be taken in revising these categories.
