Have the Conservatives been good for leisure?

Article Abstract:

Leisure professional, Richard Sumray and local councillor, Peter Bowness disagree over the United Kingdom Conservative Government's contribution to the leisure industry. Sumray considers the government has missed an opportunity to revitalise the country through sport. Inadequate local authority funding has caused a decline in facilities. Bowness considers sport has been recognised through the national curriculum. Arts expenditure has increased, English Heritage has been established. A national lottery will supplement government provision.
