Best value takes over

Article Abstract:

The UK government has given a number of indications that it is firmly committed to giving local authorities the opportunity to replace Compulsory Competitive Tendering with Best Value. Under legislation due to take effect from Apr 1, 2000, local authorities will be required to undertake reviews of all their functions. The way in which a Best Value local authority organizes the grouping of services will depend on its corporate approach, but it seems likely that the most popular form of organization will be a service-based approach. Local authorities will be obliged to consult taxpayers, local businesses and other interested parties.

Was 1996 a good year for leisure?

Article Abstract:

The UK leisure industry began to show clear signs of benefiting from lottery funding in 1996, with many projects getting underway which would not have been able to do so if lottery funding had not been available. There has been particular interest in lottery schemes as partnership funding requirements have been reduced to as low as 10% for certain schemes. However, there were also negative developments in the leisure industry in 1996. These included a trend towards amalgamating leisure services departments with economic development, housing and other functions.

Best value first year report: must try harder

UK local authorities must endeavour to ensure management of leisure facilities is consistent with best value practices while being adaptable to new systems and improvements which raise standards for the public end-users.
