Who will get good value out of Best Value?

Article Abstract:

A number of leisure-related issues are raised by the UK government's decision to replace Compulsory Competitive Tendering (CCT) for local government services with Best Value. It will prove challenging for many local authority leisure services staff to adopt a frame of mind that allows them to recognize the opportunities offered by Best Value. CCT led to significant losses in quality and flexibility of leisure services, and the Best Value approach therefore offers valuable opportunities to make improvements.

UK local government authorities are being urged to follow new guidelines set out by the government concerning the running and management of local authority controlled facilities, including leisure. Greater care will be given to procurement, with local authorities expected to seriously consider using the most appropriate, rather than the cheapest, contractors. Satisfaction amongst local residents will be assessed to check local authorities are meeting their required targets.

One tier or two - what's best for leisure?

Article Abstract:

Leisure management professionals have not played a very significant role in the process which determined the future structure of local government in England, Scotland and Wales. However, the leisure industry will certainly benefit from a new emphasis on modern information technology which will be part of the moves to improve the two tier structure. The industry also welcomes plans for the joint management of services.
