Doing the math: sometimes it's not the fear of higher taxes that kills a referendum

Article Abstract:

Woodstock became a fast-growing Chicago suburb in the 1980s, but its schools lost 13 consecutive funding votes from 1990-96. The impasse over sorely needed school expansion was broken by dividing the issue of central high school relocation from funding measures for improvements at all other schools.
