Chinese reform pushes R&D into market

Article Abstract:

The Chinese government is to convert 242 research institutes, currently operating under 10 government agencies, into self-supporting enterprises. The aim is to make public research and development more flexible and vigorous, and speed up the application of research results in industry. The reform plan has been approved by the State Council, but Sun Chuanyao, president of Beijing General Research Institute of Mining and Metallurgy, is concerned that some research activities will have to be cancelled, and some institutes may not survive.

How not to reform an independent academy

Article Abstract:

New US laws requiring the National Academy of Sciences complex to abide by Federal Advisory Committee Act (FACA) rules are inappropriate since FACA involvement will undermine the complex's independence. The complex has achieved widely-acclaimed research since 1918 on behalf of the federal government. The Academy's work should be unregulated. The National Academy of Sciences comprises the National Academy of Engineering, the Institute of Medicine and the National Research Council.

Why not reform the United Nations?

Article Abstract:

The low-key celebrations of the 50th anniversary of the UN have emphasized the need for reforms. Since the director general is not a qualified general, a peacekeeping staff college and military staff are necessary. The specialized agencies should be made autonomous with directors who can manage their daily working but are responsible to a body of trustees. The main difficulties facing the working of the UN are the budgetary problems and the diversity in its functions.
