Clinton team wonders if FCCSET is broken

Article Abstract:

The Clinton administration is set to review six interagency initiatives which are to receive funding from the $14 billion budget set aside for basic research work. Several senior administrators have also been tasked to plan programs which are consistent with Pres Bill Clinton's domestic agenda. Despite pronouncements of significant changes to be undertaken in his term, only few revisions in government spending for basic research can be seen in Clinton's proposed budget for fiscal year 1994. Most proposals were not new strategies but served to enhance and fine tune existing programs.

NSF search advances as budget retreats

Article Abstract:

Radcliffe College Pres Linda Wilson, Maryland Biotechnology Institute head Rita Colwell and University of California at Santa Cruz professor Sandra Faber are reportedly the leading candidates to replace Walter Massey as head of the National Science Foundation (NSF). Massey left in Mar 1993 two years into a 6-year term to become provost of the University of California system. Meanwhile, Pres Bill Clinton slashed his budget increase request for the NSF by nearly half to placate the Republicans, who are delaying his $19.5 billion economic stimulus package in the Senate.

Clinton's science policies and personnel have yet to emerge as he prepares for presidency

Article Abstract:

Bill Clinton has not yet named a scientific advisor, nor specified his level of commitment to basic research. It is likely that research dollars will be scarce as economic recovery takes precedence over basic science. Albert Gore is expected to work closely with the president and his science advisor in formulating policy, but without creating another bureaucratic entity. It is not clear yet whether Clinton will replace the directors of the National Science Foundation and the National Institutes of Health.
